ANNUAL NOTIFICATIONS
2026-2027

In accordance with New York State and federal requirements, Wayne Central School District provides families, students, staff, and community members with important annual notices and information. 

 

ANNUAL NOTIFICATIONS ASBESTOS HAZARD EMERGENCY RESPONSE ACT (AHERA) NOTIFICATION
The United States Environmental Protection Agency (EPA) requires that school districts provide parents/guardians, employees, workers, and building occupants with annual notification of asbestos removal or abatement activities, such as response actions or inspections (EPA 40 CFR § 763 Subpart E).

This communication serves to inform all parents/guardians, employees, workers, and building occupants that the sixmonth periodic surveillance of asbestos at all buildings, as required by AHERA, was performed in 2026.

The three-year reinspection, also required by law, was performed by a fully accredited Asbestos Inspector in 2025. All asbestos-containing materials that remain are in good condition and are located in primarily inaccessible areas. The next three-year reinspection will be due by July of 2028. Updated asbestos management plans for each school building are available for review in the Facilities Office.

Each building will continue to have a six-month periodic surveillance and a three-year reinspection as required by AHERA. All abatement projects have been and will continue to be performed by New York State and EPA approved asbestos abatement contractors. No asbestos abatement projects are currently scheduled for the 2026-2027 school year.

ANAPHYLAXIS
Wayne Central School District is committed to protecting students with serious or life-threatening health conditions, including severe allergies and anaphylaxis, diabetes, seizure disorders, and severe asthma. In accordance with Board of Education Policy 7521 Students with Life-Threatening Health Conditions and/or Anaphylaxis, the District works with families and healthcare providers to develop individualized emergency plans, train appropriate staff, and ensure access to necessary emergency medications. Families should notify their child’s school nurse of any life-threatening condition and provide current medical orders, medications, and other required documentation. For additional information or assistance with your child’s individual needs, please contact your child’s school nurse or review Policy 7521 in the Board of Education Policy Manual on the District website.

 


 

CHILD ABUSE AND MALTREATMENT REPORTING
Wayne Central School District is committed to protecting all children from abuse and maltreatment. In accordance with Board of Education Policy 7530 Child Abuse and Maltreatment, designated school employees are mandated reporters and are legally required to report suspected child abuse or maltreatment, including allegations involving an employee or volunteer in an educational setting. The District provides ongoing staff training, follows required reporting and confidentiality procedures, and provides annual child abuse reporting information to families each year. Parents and guardians may review Board of Education Policy 7530 in the Board of Education Policy Manual on the District website. Additional information about child abuse reporting, including how to report suspected child abuse or neglect, is available through the New York State Office of Children and Family Services (OCFS) at ocfs.ny.gov/main/cps/faqs.asp. Reports may also be made by calling the New York State Child Abuse and Maltreatment toll free number at 1-800-342-3720. Families who have questions or concerns may also contact their child’s school administrator.

 


 

CODE OF CONDUCT
The Wayne Central School District Board of Education is committed to providing a safe and orderly school environment where students may receive, and district personnel may deliver quality educational services without disruption or interference. Responsible behavior by students, teachers, other district personnel, parents, and other visitors is essential to achieving this goal.

The District has a long-standing set of expectations for conduct on school property and at school functions. These expectations are based on the principles of civility, mutual respect, citizenship, character, tolerance, honesty, and integrity. The Board of Education recognizes the need to clearly define these expectations for acceptable conduct, to identify the possible consequences of unacceptable conduct, and to ensure that discipline, when necessary, is administered promptly and fairly. To this end, the board has adopted a Code of Conduct, which can be viewed on our website at www.waynecsd.org > District > Code of Conduct.

 


 

FERPA: STUDENT DIRECTORY INFORMATION
The Family Educational Rights and Privacy Act (FERPA), a federal law, generally requires that the Wayne Central School District obtain written consent before releasing personally identifiable information from a student’s education records. However, FERPA permits school districts to disclose certain information identified as “directory information” without prior written consent, unless a parent, person in parental relation, or eligible student has requested in writing that the information not be released. Directory information is information contained in a student’s education record that would not generally be considered harmful or an invasion of privacy if disclosed. In accordance with FERPA and Board Policy, Wayne Central School District defines directory information to include only the following:

  • Student’s name
  • Address
  • Telephone listing
  • Date of birth
  • Major field of study
  • Grade level
  • Weight and height (for members of athletic teams)
  • Dates of attendance

Following this annual notice and a reasonable period for families to opt out, the District may release directory information without individual consent for educational or school-related purposes permitted under FERPA.

Please note that a student’s Social Security number is never considered directory information. Additionally, choosing to opt out of directory information disclosures does not prevent the District from requiring students to wear or present a school-issued identification card.

OPTING OUT OF DIRECTORY INFORMATION:  Parents/Guardians or eligible students over age 18 may opt-out from the release of any or all such “Directory Information” by submitting the form below.

HEALTH REQUIREMENTS
As we prepare for the start of the 2026-2027 school year, please be aware of the following:

  •  All students attending school must be fully vaccinated in compliance with Public Health Law Section 2164 and New York Codes, Rules and Regulations (NYCRR) Title 10, Subpart 66-1.
  • The school nurse should have a copy of every student’s current physical. (Meaning a physical completed within the last 12 months.) As of May 2023, only the new NYS School Health Examination Form, which can be downloaded from our Nurse’s Office web page, is acceptable. Most pediatricians have this form in their database to print the physical out for you. Similarly, all students wishing to recertify for a fall sport must have a current physical on file with the school nurse. PESTICIDE APPLICATION INFORMATION
New York State Education Law Section 409-H, effective July 1, 2001, requires all public schools to provide written notification to all persons in parental relation, faculty, and staff regarding the potential use of pesticides periodically throughout the school year. Under State law, we are required to maintain a list of staff and persons in parental relation who wish to receive forty-eight hours prior written notification of pesticide applications. To register with the school to be on the notification list or for more information, please contact the Facilities Department at (315) 524-1045.

 


 

PHOTO AND MEDIA OPT-OUT
Wayne Central School District makes a concerted effort to promote the positive activities, honors and work of our staff and students. District publications and marketing materials, the district’s website, Facebook page and the media may be utilized as tools for such promotion. There may be opportunities where students will be photographed and identified by name and classroom. However, we understand that some parents may request that we do not identify their children. Please fill out the form below to inform us if you do NOT want your child to appear in any or all district publications, including newsletters, calendars, media projects, brochures, school or district websites, Facebook, or any other broadcast, online or publication media. This form must be filled out annually for each child.

RIGHTS REGARDING EDUCATION RECORDS
The Family Educational Rights and Privacy Act (FERPA) affords parents and students who are 18 years of age or older (“eligible students”) certain rights with respect to the student’s education records. These rights are:

  1. The right to inspect and review the student’s education records within 45 days after the day the District receives a request for access. Parents or eligible students should submit to the building principal (or appropriate school official) a written request that identifies the record(s) they wish to inspect. The school official will make arrangements for access and notify the parent or eligible student of the time and place where the records may be inspected.
  2. The right to request the amendment of the student’s education records that the parent or eligible student believes are inaccurate, misleading, or otherwise in violation of the student’s privacy rights under FERPA. Parents or eligible students who wish to ask the District to amend their child’s s or their education record should write the building principal (or appropriate school official), clearly identify the part of the record they want changed, and specify why it should be changed. If the District decides not to amend the record as requested by the parent or eligible student, the District will notify the parent or eligible student of the decision and of their right to a hearing regarding the request for amendment. Additional information regarding the hearing procedures will be provided to the parent or eligible student when notified of the right to a hearing.
  3. The right to provide written consent before the District discloses personally identifiable information (PII) from the student’s education records, except to the extent that FERPA authorizes disclosure without consent (see below for examples of such exceptions).
  4. The right to file a complaint with the U.S. Department of Education concerning alleged failures by the District to comply with the requirements of FERPA. The name and address of the Office that administers FERPA are:

WATER SAFETY AND SWIMMING INFORMATION

Tips for Everyone: 

  • Always swim with someone else and keep an eye on each other.
  • Pay extra attention to your children around water.
  • Consider your health. Medical conditions like a seizure disorder or a heart condition can put people at greater risk of drowning.
  • Avoid water that is greater than chest deep if you can’t swim.
  • Don’t use alcohol or drugs if you plan to swim.
  • Do not dive into water unless you know it is at least 8 feet deep.
  • Pay attention to the weather. Never swim during a storm or when you see lightning
  • The safest place to swim is at a public beach or at a pool with lifeguards.

Know the Signs of Drowning
Each year, hundreds of New Yorkers drown. It can happen to anyone, anywhere there is water. Drowning occurs quickly and silently. Someone drowning may appear to be splashing or waving when they are struggling to stay afloat.
Reduce your risk. Learn basic swimming skills. Consider taking a CPR class. Rescue breathing, first aid, and calling 911 could save a life.

Keep Kids Safe
Kids and teens have the greatest risk of drowning. Always keep little ones within arm’s reach, even in the shallow end. Lifeguards and life jackets don’t take the place of close adult supervision. Make sure your pool has a secure enclosure that makes it inaccessible to children.

Stay Healthy
Germs can spread through water. Avoid getting sick by not swallowing water, and rinsing off before and after you swim. Never swim in cloudy or discolored water. Stay out of the water if you are sick with diarrhea, or if you have open cuts or wounds. Don’t pee or poop in the water. Take children on frequent bathroom breaks.

When Boating
Always follow safe boating practices and wear a U.S. Coast Guard-approved (I-III label) life jacket. Air-filled swimming aids, like water wings and floats, should never be used.
